INCITIAS worked with Pec Tech LNG to build an LNG Liquefaction terminal in Howe Sound, BC, Canada.
Our work:
From 2015 to 2016, the Woodfibre project team undertook a FEED competition between KBR and Chiyoda. During this time, INCITIAS was asked to provide independent consulting to Pec Tech for de-risk the FSU component of the project.
To fast-track the project, Pec Tech LNG purchased two Moss LNG carriers – each 47 years old. The intention was to convert the LNG carriers as a means of providing storage for the onshore liquefaction plant.
An existing FEED study suggested a range of novel technologies. However, due consideration was not given to the high reliability requirements, the risks inherent with old vessels, and the new regulatory environments in British Columbia. INCITIAS reviewed and recommended actions which were developed into engineering documentation by KBR and Chiyoda. The outcome of the work conducted had a positive impact on moorings, shore-to-ship LNG transfer, vessel utilities, and the lifetime extension program and maintainability of the two hulls. Our INCITIAS team followed through with consulting services for conversion yard contracting and pricing, HAZOP reviews, and were retained as subject matter experts beyond FEED.
Drawing on our considerable experience with Moss Carrier conversions and our work on other FSU projects, we were able to provide comprehensive expertise across each stage of this project.
