In 2015, we were engaged by Pertamina (Persero) to develop a multi modal distribution model to 21 Islands in Central Java (Kite). The work included optimisation of LNG distribution runs, determination of hub locations and the preliminary design and costing of an LNG receiving facility on each island. Each location was standardised to achieve cost and schedule optimisation. Facilities included FSUs, FSRUs, regasification barges, onshore regasification and storage solutions. The capacity range was from 5 to 150mmSCFD.
The work also involved engaging with shipyards to develop a fleet of small-scale LNG carriers. These were tailored to the needs of the 21 island hub and spoke model. A feature of this project was also the development of a multi-modal distribution LNG push-barge. The barge is suitable for existing shallow water island ports and allows distribution of bulk and containerized LNG.
The ability to refill empty containers from bulk while underway between islands halved the number of containers otherwise required in a traditional hub and spoke configuration, where all empty containers are returned to the hub.
In late 2019 INCITIAS applied a similar methodology to develop a spoke and hub model for LNG distribution to 100 Islands in the Maldives for Chi Energie. INCITIAS used SIMUL8 event and logistic modelling software to simulate weather, demand, and delay patterns for range of performance indicators. This allowed us to optimise the receiving facility for each island and the LNGC used in the logistic chain.
For the Maldives we developed a small-scale Jack-up regasification facility including storage, which was able to be rapidly deployed with minimal local infrastructure. This solution allowed the regasification and storage facility to be protected from rare tsunami and storm conditions. Our work on the simulation model and the facility design supported the project financial modelling through, CAPEX, OPEX and NPV.
