Director
Holger Kelle
Holger Kelle (GAICD, CPEng IEAust, APEC Engineer, MRINA,) is a founder and director of INCITIAS Pty Ltd. He has over 25 years’ industry experience and specialises in technology integration for the energy and marine industry, with key focus in alternative fuels such as LNG, hydrogen and ammonia. Holger is a subject matter expert in the technical and commercial development of nearshore LNG regasification terminals and FSRUs and has been involved with more than 50% of floating LNG terminal projects under development and in operation globally.
Holger holds a degree in Naval Architecture and Ocean Engineering from the University of Applied Sciences, Bremen and post graduate qualifications in Acoustic Data Acquisition from Humboldt University, Berlin and in Marine Surveying from Sussex University (INFORMA). As part of INCITIAS’ management team Holger oversees the general business affairs of INCITIAS and leads the advisory, engineering, and project management services sector.
Director
Bastiaan Scheepers
Bastiaan serves as a director and founder of INCITIAS and holds a Master of Mechanical Engineering from UniPG and an MBA from UofM Melbourne Business School. Throughout his career Bastiaan has worked across technical, project management, commercial and general management roles for OEM (Original Equipment Manufacturer) and global engineering and advisory groups in the energy section.
Principal consultant
Paul Duncan
Paul is the marine, hull and LNG regasification integration lead for front-end engineering studies and project developments at INCITIAS. Employing over 2 decades of experience specialising in FSRU projects and FLNG developments, project management/project engineering across energy and marine industries, Paul brings a wide range of experience to the team including work for an offshore contractor in Malaysia and an oil company in Papua New Guinea.
Paul holds a B.Eng (Nav Arch) from the Australian Maritime College and is a Chartered Engineer with MRINA. As part of the INCITIAS management team, Paul’s responsibilities include delivery of front-end studies, client engagement, support to regional offices and site personnel and business development for advisory services.

David Miller
David has more than 30 years’ experience in the LNG, Chemical and Oil and Gas processing industry. Working in diverse roles within the Hydrocarbons industry. David’s key strengths lie in strategic analysis and project implementation, process engineering and operations management. David has been responsible for the concept design to commissioning and operation of a range of process plants. With a wealth of experience in senior leadership roles in the engineering services and chemical industry across Australia, South East Asia and North America.
David holds a B.ChemEng from Adelaide University and an MBA from UoM, Melbourne Business School. David is part of the INCITIAS’ management team and oversees process engineering, strategic business planning and development, and project execution.
