The Hong Kong Offshore LNG Terminal (HKLTL) Project

INCITIAS has been part of the HKLTL project since 2015 and provided specialist support throughout the various stages, contributing to its success.

 

As the HKLTL project nears its operational start, INCITIAS looks back at our involvement with the project. Our involvement with the HKLTL (CLP and Hong Kong Electric Joint Venture) Offshore LNG terminal project kicked off with conceptualisation in 2015. Our dedicated team has made significant contributions throughout the project’s various stages, contributing to its success. The project is a landmark achievement for Hong Kong.

 

🔹 Concept Study and Environmental Impact Assessment (2015-2017)

 

From the initial stages, INCITIAS provided specialist support in the form of a concept study for the HKLTL Offshore LNG terminal. Furthermore, our team played a vital role in the Environmental Impact Assessment process, ensuring compliance with regulatory standards and environmental sustainability.

 

🔹 Project Development Leadership and FEED Study (2018)

 

In 2018, INCITIAS took on project development activities, leading the management of the Front-End Engineering Design (FEED) study conducted in Singapore. This allowed our staff to demonstrate their expertise in project management and ensure a solid foundation for the subsequent phases of the project. 

 

🔹 Engineering Procurement & Construction (EPC) Support (2018)

 

We provided crucial assistance during the Engineering Procurement & Construction (EPC) phase, including supporting the preparation and evaluation of the EPC Request for Proposal (RFP). Our technical assessment of the EPC bids allowed for informed decision-making, ensuring the selection of the most capable contractors. 

 

🔹 Specialist Owner’s Engineering Services (2015-2023)

 

During the execution phase of the project spanning from 2019 to 2023, INCITIAS offered specialised Owner’s Engineering services. Our representative office in Hong Kong facilitated Mooring and Naval Architecture support, instrument and controls expertise, mechanical engineering, project engineering, and offshore construction oversight. By harnessing our diverse skill sets and overcoming challenges we worked to ensure the project progressed effectively. 

 

🔹 Enhancing Hong Kong’s Natural Gas Stability

 

The HKLTL Offshore LNG terminal project holds significant importance for Hong Kong’s energy infrastructure. Utilising the world’s largest Floating Storage Regasification Unit (FSRU), the terminal has been built to withstand extreme weather conditions, including typhoons. By diversifying supply sources and procuring natural gas at competitive prices from the global market, this terminal will enhance the stability of Hong Kong’s natural gas supply, contributing to its energy security. 

 

🔹 Looking Ahead: Safe and Successful Commissioning

 

As the HKLTL Offshore LNG terminal approaches its commissioning phase, INCITIAS wishes the project a safe and successful campaign leading up to the first gas. We are proud to have been part of this significant initiative and extend our congratulations to all involved in bringing this remarkable project to fruition.
