FSO Pargo Hose Reel Project

INCITIAS designed, built and installed a custom hose reel , during COVID, less than 10 months from the award.

Using our modular design INCITIAS minimised the deliverable timing of this Tandem offloading hose reel package. The design, build and installation of the hose reel took less than ten months from the award.

 

Dixstone Holdings approached Bastiaan Scheepers, INCITIAS Director, to prepare a proposal for a tandem offloading hose reel package. To reduce the cost, without compromising the function and reliability, INCITIAS and Dixstone agreed to

  • power the hose reel from the FSO hydraulic power unit (instead of providing a dedicated unit)
  • remove the automatic synchronisation between the spooler and drum to avoid the control system, and
  • fabricate the hose reel near the FSO integration shipyard to reduce the transport cost and time

 

The INCITIAS project manager Matthew Hillbrich and the engineering team were responsible for the detailed engineering and design. After identifying potential fabricators, they short-listed the most suitable suppliers and issued RFQs. Completing a technical bid evaluation of the proposals, considering several criteria, including the fabricators’ proximity to the shipyard, a preferred fabricator was selected.

 

An interesting time for Project Management, with the project award, the detail engineering and the fabricator award all completed without leaving our homes in Melbourne due to COVID travel restrictions.

 

“One of the biggest risks for the project was the procurement of long-lead items, specifically the slew ring from Italy and components of the hydraulic drive system,” Matthew explained. The world was still navigating global COVID restrictions and requirements. INCITIAS expected delays in manufacturing and shipping and solved these risks with a flexible approach for work execution locations and shipping requirements. “For example,” Matthew expands, “rather than delaying the project with shipping, installation in Melbourne and onward shipping, we shipped the slew ring from Italy direct to Dubai and assembled it with the drive plate assembly in Dubai, which was simultaneously shipped from Australia”.

 

The specialist components including the drive system and plate were fabricated in Melbourne and assembled a short drive away. Critical to the successful delivery of the assembly was the trust in our selected fabricators and effective communication with our stakeholders ensured a solid understanding of our requirements.

We oversaw the hydraulic drive system’s drive plate fabrication and FAT testing. We then arranged transport and shipping to the Jebel Ali free zone in Dubai and delivery to our selected fabricator. They had been progressing the fabrication of the main hose reel structure.  

 

Matthew Hillbrich, Project Manager, went to Dubai to be present for the FAT and proof load tests, effecting the first in-person meeting with the Client and fabricator.

 

Matthew explained, “We received client approval for the FAT and proof load tests with only minor actions required, such as small sections of protective coating to repair.” Once the fabricator had finalised those activities, the hose reel was prepared for delivery.

 

Subsequently, INCITIAS arranged the transport of the hose reel from the fabricator yard to the FSO conversion yard at DryDocks World Dubai. The delivery involved land transportation on a hydraulic trailer to the wharf at Jebel Ali and marine transportation by barge to the FSO.

 

At DryDocks World Dubai, the Hose Reel was offloaded and successfully installed on the FSO Pargo, lifted into position by DryDocks World’s 2,000T Shearleg Floating Crane.
